The University of California Regents

The University of California is governed by The Regents, which under Article IX, Section 9 of the California Constitution have full powers of organizational governance however with only to very specific areas of legislative control. The article states "the university shall be entirely independent of all political and sectarian influence and kept free there from in the appointment of its Regents and in the administration of its affairs."

The board consists of 26 members:

  • 18 regents are appointed by the governor for 12-year terms
  • One is a student appointed by the regents to a one-year term
  • Seven are ex officio members -- the Governor, Lieutenant Governor, Speaker of the Assembly, Superintendent of Public Instruction, president and vice president of the Alumni Associations of UC and the UC president.

In addition, two faculty members -- the chair and vice chair of the Academic Council -- sit on the board as non-voting members.

The Governor is officially the president of the Board of Regents, but in practice the presiding officer of the Regents is the Chairman of the Board, elected from among its body for a one-year term, beginning July 1.

Regents Meeting: Share your Voice with the Regents

The Regents meet six times a year every other month in two-day meetings rotating locations held on the UC campus.

The Regents operate through 10 standing committees: Audit, Compensation, Educational Policy, Finance, Governance, Grounds and Buildings, Health Services, Investments, Long Range Planning, and Oversight of the Department of Energy Laboratories.

Members of the public are invited to address The Regents of the University of California whenever The Regents or any of its Committees meets in open session. Students, Alumni or any individual may speak on any item that they wish to bring to that attention of The Regents. In addition, written communications to The Regents are welcome.

The first portion of the open meeting (usually between 8 to 9 am) is twenty-minutes with the Committee of the Whole for the purpose of hearing public comment. Individual speakers will be invited to speak for one to three minutes, depending on the number of individuals who have signed up to speak. Speakers at the public comment sessions may address any University-related matter.

Anyone who wishes to speak may call the Office of the Secretary or may sign up on the day of the meeting. It is recommended that you sign up in advance of the meetings to address The Regents at the Public Comment Session. When signing up to speak, individuals should identify the matter they wish to address. UCSA Whitliners

There are four UC Students Association (UCSA)-affiliated whiteliners at each day of the Regents meeting. Whiteliners are provided direct access to the Regents during their meeting - they get to go past the line that separates the approved guest from the audience that must sit in back. Whiteliners therefore have the opportunity to speak directly with the Regents and meet with them in informal situations such as breaks and meals.

The responsibility of a UCSA whiteliner is to advocate UCSA's positions on issues the Regents will be considering and to build relationships for UCSA with as many of the Regents as possible. This is also one of the few times students have the opportunity to tell the Regents about our priorities and our action agenda.

The UC Office of the President provides funding for travel and meals for the day you are whitelining. Students are generally only appointed to whiteline on one day of the two- or three-day Regents meeting. In order to apply to be a whiteliner please submit an application to whiteline at ucsa.org

Student Regents

The student Regent is a voting member the University of California Board of Regents attending all meetings of the Board and its Committees and serving a one-year term commencing July 1. Student Regents are selected by The Regents and nominated by members of the UC Student Association Board (UCSA) of Directors and The UC Council of Presidents. Applications are accepted every year in the winter to select the Student Regent. Student Regents must be currently enrolled undergraduate or graduate students with a minimum of two years remaining at a University of California. Student Regents serve one year as a Regent Designate. During this first year term Student Regents attend all designated meetings but do not hold voting power at Regents meeting. In the second year Student Regents serve a one-year term as a full voting Regent.

The student Regent is reimbursed for expenses incurred for attendance at meetings of the Board and its Committees. All mandatory University fees and tuition are waived for the student Regent during the academic years in which he or she serves as a Regent-designate and as a member of the Board.

UCLA graduate student D'Artagnan Scorza has been appointed to be the student Regent for 2008-09. He is a non-voting Regent-designate from July 2007 until his term begins July 1, 2008.
